Dubai, UAE — Binance, the world’s largest cryptocurrency exchange, finds itself embroiled in a serious controversy as a recent investigation reveals that at least $676 million may have been funneled through Shelbit, a Dubai-based platform suspected of laundering Iranian funds. This alarming development raises fresh questions about Binance’s compliance practices and its ability to monitor illicit activities on its platform.
According to a Reuters investigation, Shelbit, which has been operating without regulation, processed approximately $4 billion since May 2024. The platform is linked to a network of over 2,000 Persian-language online betting sites, the Iranian central bank, and crypto wallets associated with the Islamic Revolutionary Guard Corps (IRGC). Notably, around $540 million of the funds were transferred to Binance after Shelbit was sanctioned by Dubai’s Virtual Assets Regulatory Authority (VARA) in January 2025.
The investigation highlights a troubling pattern: sanctioned networks often prefer stablecoins like USDT for their liquidity and stability, making them ideal for large-scale money laundering. Binance, which has faced scrutiny since a guilty plea and a record $4.3 billion fine in 2023 for facilitating nearly $900 million in exchanges between U.S. and Iranian users, claims its compliance program functioned correctly once the accounts linked to Shelbit were identified.
However, critics argue that compliance measures that only react to external alerts, rather than proactively monitoring transactions, undermine the integrity of the platform. VARA has issued a stern warning, stating that Shelbit continues to operate without a license and has failed to implement necessary KYC checks, leading to financial penalties and an order to cease all unlicensed activities.
On the U.S. side, the Office of Foreign Assets Control (OFAC) is closely monitoring the situation, emphasizing the seriousness of the allegations against both Shelbit and Binance. As the crypto exchange grapples with its tarnished reputation, it faces the challenge of proving that its compliance efforts extend beyond mere crisis management.
As the investigation unfolds, the crypto community watches closely, questioning whether Binance can effectively navigate the complex landscape of regulatory scrutiny and maintain its position as a leading exchange. The debate over compliance in the crypto space is far from over.
