As Russia prepares to implement a comprehensive regulatory framework for cryptocurrency next month, a recent survey reveals that a significant portion of the population remains unconvinced about its practical applications. The findings come just ahead of the anticipated legalization of digital currencies, which is set to take effect on September 1, 2023.
Majority Unconvinced by Crypto’s Potential
The survey, conducted by Rambler&Co, indicates that approximately 69% of respondents do not foresee any meaningful use cases for cryptocurrency, even with its upcoming legalization. Furthermore, about 52% of those surveyed admitted they are not currently using digital assets and are unclear about how the new regulations will affect their daily lives.
Among the minority who do engage with cryptocurrencies, only 8% plan to use them for international purchases, while 6% view them as a means for long-term investment and savings diversification. A mere 4% intend to incorporate digital currencies into their business activities, with 13% exploring various other potential uses.
Legislative Milestones and Market Expansion
The survey results emerge following the State Duma’s passage of the bill titled āOn Digital Currency and Digital Rights.ā This legislation, which still requires approval from the Federation Council and President Vladimir Putin, represents Russia’s most significant effort to regulate its burgeoning cryptocurrency market, which has gained traction amid Western sanctions related to the Ukraine conflict.
Originally slated for a July 1 rollout, the new regulations are now expected to come into force on September 1, 2023, with additional provisions set to be implemented in 2027. These regulations will govern investment and trading transactions, including the licensing of cryptocurrency exchanges and storage platforms. For the first time, ordinary Russians will have legal access to cryptocurrencies like Bitcoin, albeit with restrictions limiting annual investments to less than $4,000 for non-qualified investors.
A Shift in Attitudes?
Despite the prevailing skepticism, a notable 22% of respondents believe that regulating cryptocurrencies is a step in the right direction. Around 20% express anticipation for a market governed by clear rules, while 6% report increased interest following the adoption of the digital currency bill. Many of these respondents emphasize the importance of regulatory clarity and risk protection over mere accessibility to digital assets.
The survey also highlights a demand for transparency, with 38% of participants seeking āhonest informationā about cryptocurrencies, free from the allure of quick profits. Additionally, 36% desire clear laws and regulations, while 16% expect reliable platforms with user-friendly interfaces and support.
Currently, 54% of Russians admit to knowing little about how cryptocurrencies function, with 23% lacking sufficient information to form a comprehensive understanding. Only 6% have prior experience with digital currencies, while 39% hope that the new legislation will simplify financial transactions in the crypto space. If successful, 15% are open to viewing cryptocurrencies as viable alternatives to traditional currencies, despite the prohibition on direct coin payments.
Looking Ahead
The survey, conducted between July 23 and 30 among over 2,000 active internet users, reflects a cautious yet evolving attitude towards cryptocurrency in Russia. In a related finding, another survey revealed that 46% of Russians plan to utilize the digital ruble upon its launch. The Bank of Russia is set to unveil its central bank digital currency platform next month, marking another significant step in the country’s financial evolution.
As the landscape of digital finance continues to shift, it remains to be seen whether the upcoming regulations will foster greater understanding and acceptance of cryptocurrencies among the Russian populace.
