EU Tightens Sanctions on Russia, Targets Cryptocurrency Exchange HTX

Brussels, July 24, 2023 — In a decisive move to bolster its sanctions regime against Russia amid ongoing tensions in Ukraine, the European Council has added 18 entities, including the cryptocurrency exchange HTX, to its sanctions list. This revision underscores the EU’s commitment to curtailing financial avenues that could support Russia’s military actions.

The newly imposed sanctions come as EU authorities have identified several institutions providing crypto-assets and payment services that undermine the objectives of existing sanctions against Russia. As a result, all transactions between these entities and EU operators have been banned, marking a significant escalation in the EU’s financial measures.

The sanctions were announced concurrently with new regulations under the Markets in Crypto-Assets (MiCA) framework, which prohibits Belarusian nationals and residents from owning, controlling, or managing any crypto-related businesses. This dual approach highlights the EU’s strategy to address not only Russian entities but also those in Belarus that may be facilitating financial support for the Kremlin.

HTX, which has been under scrutiny for its potential connections to the Russian government, was previously sanctioned by the U.K. government in May. Authorities cited reasonable grounds to suspect that HTX had been involved in supporting Russia through the financial services and funds of sanctioned entities.

The European Council’s latest actions reflect a growing concern over the role of cryptocurrency in circumventing traditional financial restrictions. By targeting exchanges like HTX, the EU aims to close loopholes that could allow sanctioned entities to continue operating and funding military operations.
