In a significant move for the cryptocurrency derivatives market, Nasdaq has submitted a proposal to the Securities and Exchange Commission (SEC) aimed at streamlining the listing of options linked to crypto exchange-traded funds (ETFs). This proposal, identified as SR-ISE-2026-42, seeks to establish standardized criteria for funds that are exposed to digital commodities.
Under the proposed framework, at least 85% of a fund’s net asset value must be based on assets eligible for derivatives trading, with a 15% tolerance allowing for the inclusion of some non-derivative assets. This flexibility could potentially encompass popular cryptocurrencies like Bitcoin, Ether, Solana, and XRP, provided they meet the outlined conditions.
Nasdaq’s initiative also aims to reduce the need for separate SEC approvals for each product that meets the new criteria, thereby simplifying the options listing process. The proposal suggests a shift in terminology from “crypto-asset” to “digital commodity,” aligning with existing regulatory definitions.
This development comes at a time when U.S. regulations surrounding cryptocurrencies are still evolving, with the CLARITY Act stalled in the Senate and the SEC exploring a dedicated regulatory framework for digital assets. Nasdaq’s proposal seeks to mitigate uncertainty in the market by defining specific rules for cryptocurrency investment contracts.
As institutional interest in Bitcoin remains strong, with notable figures like BlackRock’s Robert Mitchnick highlighting its resilience, the success of Nasdaq’s proposal could set a new benchmark for crypto ETF options.
