Hanoi, Vietnam – July 17, 2026 – In a significant move to bolster regulatory oversight of its burgeoning digital asset market, Vietnam has issued a decree establishing administrative penalties for violations involving cryptocurrency. Signed by Deputy Prime Minister Nguyen Van Thang on July 16, 2026, Decree No. 284/2026/ND-CP aims to create a safer environment for investors and enhance the integrity of the crypto ecosystem.
Effective September 1, the decree imposes fines ranging from VND 30 million to VND 50 million (approximately $1,140 to $1,900) for investors utilizing unlicensed crypto exchanges or service providers. This measure is part of a broader effort to protect Vietnamese investors and ensure compliance with the Ministry of Finance’s regulations.
The decree also targets domestic investors trading crypto assets offered to foreign investors, with potential fines reaching up to VND 100 million ($3,800). Foreign investors are not exempt; they face similar penalties for failing to maintain accurate records or comply with transaction reporting requirements.
In addition to financial penalties, the new regulations empower authorities to suspend or revoke licenses, confiscate assets linked to violations, and mandate the return of investor funds or the surrender of illicit gains.
